Could Johnny Manziel go #1 overall?

With the first pick in the NFL Draft, the Houston Texans select...Johnny Manziel? Would the Texans go with Manziel? Some have suggested that's what the Texans should do, including Wade Phillips, who coached the Texans for 3 years according to Yahoo Sports.

“Those kinds of guys who can make first downs when you’re not supposed to, I think they give you something.” Phillips said. “I just think he makes plays that nobody else can make.”

Wade Phillips certainly has a point. At Texas A&M, his ability to make something out of nothing was insane and fun to watch, but whether he actually goes number 1 remains to be seen. There are other players that could go #1, but it depends on which of their many needs the Texans decide to address with the 1st pick.

Talent-wise, he could certainly go #1 - true, he may not be a pure pocket passer, but as Russell Wilson has already proved, you don't need to be one to be successful in this league. His height shouldn't be a factor, but what could hold Houston back from taking him is the off-the-field issues. They could decide that he's not worth the trouble and take Teddy Bridgewater as a quarterback over him or decide to address their defensive needs and go with Jadaveon Clowney.
